SUMMARY

The movement’s global Defence and Security programme is hosted within Transparency International UK with a mission to work towards a world where governments, the armed forces, and arms transfers are transparent, accountable, and free from corruption.

 

Produced by Transparency International Defence and Security (TI-DS), the Government Defence Integrity Index (GDI) measures institutional resilience to corruption in the defence sector by focusing on both policymaking and public sector governance in national defence establishments. It is the first global analysis of institutional and informal controls to manage the risk of corruption in defence and security institutions. It measures resilience in five broad risk areas of defence: policymaking, finances, personnel management, operations, and procurement. All data for the latest iteration of the GDI was published between October 2019 and November 2021.

 

BACKGROUND

The GDI sets the standard for TI-DS’ evidence-based advocacy, and is the world’s leading assessment of corruption risks in defence establishments. The latest data reveals that nearly two thirds of defence sectors in all regions and economic groups present high to critical levels of corruption risk. While overall performance is poor across all five risk areas assessed, military operations stand-out as the most compromised risk area. The arms trade is another significant area of corruption risk, with 49% of global arms imports going to countries with high to critical corruption risk in the defence sector.

 

Following the publication of the GDI 2020 Global Report – Disruption, Democratic Governance, and Corruption Risk in Defence Institutions – TI-DS plans to undertake in-depth analysis of the data to develop policy recommendations and insights.

 

KEY DELIVERABLES

Pending securing funding, TI-DS is now seeking a consultant to work with the management and research team to produce three policy briefs based on GDI 2020 data.

 

The successful candidate will have experience of producing policy-oriented narrative outputs, preferably with a focus on the defence sector and the specific corruption and transparency challenges of the sector.  The Consultant will be able to analyse qualitative and quantitative data, synthesising these complex findings into clearly articulated policy recommendations and analysis.

 

In particular, the Consultant’s key deliverables will include:

  1. A template and formalised approach for TI-DS policy briefs, which is approved and signed-off by the TI-DS management team.
  2. Three policy briefs based on GDI data and analysis. These are likely to be on the following subjects:
    1. Transparency, oversight and civic space (approx. 10-15 pages)
    2. Defence procurement and open contracting (approx. 8-10 pages)
    3. Budgeting, revenue, income (approx. 8-10 pages)

 

We anticipate this work will take 35-45 days to complete and will be undertaken between 24 January and 31 March 2022.

 

REMUNERATION AND COSTS

As part of application, prospective consultants should provide an estimated total fee as a lump sum based on an estimated number of days at a standard daily rate as gross, inclusive of taxes and other charges. This should include an estimated number of days and proposed schedule for delivering the outputs.

 

CONSULTANT SPECIFICATION

TI-DS will consider applications from individuals or groups of consultants able to demonstrate the following skills and experience.

 

Essential:

  • Experience of producing research and/or policy-related outputs with clearly articulated recommendations, preferably in the area of defence and security.
  • Ability to analyse complex qualitative and quantitative data for narrative outputs.
  • Excellent written skills able to produce information in a clear and accessible format.
  • Excellent team working, organisational, and communication skills.
  • Must be available to work on a flexible basis during the duration of the consultancy.
  • A commitment to Transparency International’s core values: Transparency, Accountability, Integrity, Solidarity, Courage, Justice and Democracy.

 

Desirable:

  • Expertise on the global defence and security sector and its associated challenges.
  • Expertise of working in the fields of anti-corruption, good governance, or transparency.
