Corruption risk is high across Kenya’s defence institutions. While the development of a Defence White Paper and implementation of new procurement regulations are positive steps, governance deficiencies remain. External oversight is stunted by excessive secrecy and limited expertise, financial management and procurement continue to be characterised by opacity and non-transparent budgeting and tendering practices. Personnel ethics frameworks are weak, while anti-corruption mechanisms for operations are virtually non-existent.
