A new security player in the region, Kosovo is still developing its defence capabilities and corruption risks in the sector are high. Whilst Kosovo has a strong legislative framework for defence, there remains a noticeable implementation gap, which has resulted in weak parliamentary oversight, poor transparency, secretive procurement procedures and an uncertain environment for whistleblowers.
